That is how I understood it. I am just surprised that there might be no dine-in in NC because we do have dine-in here in SC.
The old adage (Burns), "The best laid plans of mice and men often go awry." comes to mind.
Nobody has a crystal ball, while there may currently be inside dining, that could all change with the wind.... or in this case Covid. Just be prepared for any eventuality.

In Weaverville (North Asheville) many of the restaurants I believe are curbside only, with the Twisted Laurel being an exception. Wife went out to get some lunch for the office staff recently and Well-Bred had a desk across their front door to prevent sit down dining.
We’ve visited Pig-N-Grits (awesome food) and Babe’s Pizza (meh) in Burnsville with friends recently and were able to sit down, as we did at Rocky’s HCS in Asheville too. Think if you call ahead you'll find many places are still allowing dine in - just call ahead to be sure, bring a mask and go a little earlier.
We’ve spent a good amount of time with our AVL area friends lately, but many have been coming our way into TN to shop and dine as they say the restrictions here are much more manageable. Went out to dinner with a couple this past weekend (The Firehouse in Johnson City, good BBQ) and had no issues except an earlier dinner and closing by 8:30 pm.
Pig-N-Grits had weird hours and were closed by 3 pm on a Saturday, but open until 8 pm on a Friday? Not sure if that was their normal hours, but one of the cooks there that we had met recently said dinners there are great (we had gone for breakfast - now my wife's new favorite place) so we tried back for dinner but they were already closed, which was odd especially for a weekend.

Wife went to Publix recently in Weaverville and said they were counting people and only allowing one person into the store at a time, and had a line outside waiting to get in (28 degrees outside). Not sure if that’s the norm in NC, but our friends have also reflected this.

Why would that be surprising? SC and TN (and GA and FL) are very lax w/ regard to COVID. NC is not following that path. Go to https://covid19.ncdhhs.gov/latest-updates for all the latest. We are currently under a modified stay at home order w/ businesses needing to be closed by 10pm, last call for alcohol at 9pm. Everybody home and tucked into bed by 10pm and not out again until 5am.

They are counting people at stores but it's definitely not just one person at a time.
We live in Greenville, SC and have been thinking about spending some days around Christmas in the NC mountains. Which towns are best for winter vacations and offer at least a good chance of seeing snow?
We have been to Asheville a bunch so that is not on our list. So far I have looked at Boone and Banner Elk.
Which one is better and are there others that might be even better? Like a town near Mount Mitchell?
Looking for high elevation (hoping for snow), pretty outdoors, nice little town, a few nice restaurants.

A bit too early to call (wife is saying not to jinx it) but looking like a white Christmas may be in the forecast. Calling for highs in the low 30’s with light snow here in the TN mountains on Christmas and into the weekend, so we shall see.
Woke up to a dusting here at the house again this morning, with the wife coming across Sams Gap yesterday evening through moderate to heavy snow. Been a good winter season so far, and hoping Jan and Feb will have more of the white stuff to come.

Calling for snow to come in a bit earlier with accumulations increasing now to 1 to 3 inches and arriving on Christmas Eve into Christmas Day. As we get closer the forecast will tighten up more, but looking promising for a white Christmas this year!
Forecast is calling for 1-3 inches here in Hendersonville as well. We were supposed to get some earlier this week and only got a light dusting, so you never know.
