Babar is actually based on French comic strip that has been around for several decades. I read them as a child in the 70s, long before the TV series you are referring to.
The "Canadian" TV series Babar was produced by the Nelvana studios in Toronto, as was the Tintin series that other people are referring to. For some reason sometime in the 80s or 90s Nelvana got contracts to produce half-hour cartoon TV series based on a few European comic strips like Babar and Tintin (maybe some others, not sure). That's why a lot of people consider Babar (and Tintin as well perhaps) to be "Canadian".

I think my kids probably watched most of these in French. Postman Pat when I looked it up was "Pierre Le Facteur", for example. Except maybe for Press Gang... can't recall that one.
In French-speaking Canada she was not exactly mainstream but still very well-known and close to a household name. Her death warranted a mention on all of the French-language national newscasts in Canada.
I have no idea how well-known (or not) she was in the rest of Canada or the U.S. I suspect she is well-known in Portugal, Brazil, and even Spain and Italy probably. I know she was very well-known in France.
A complete unknown in English Canada, and this is from someone who keeps up with a lot of the mainstream ( and often not-so-mainstream ) music media.
