The ones that serve their customers best. You can have an extensive network and if it doesn't serve the needs of the city then is it better than a smaller network that serves a smaller city well?

Take two cities in France. Paris and Lyon. Paris has a huge and I agree, great system. However I find the stations gritty and terribly hot and humid in summer. The cars are crowded and noisy.

Whereas in smaller Lyon, the system, at least from I remember, was a lot nicer and seemed to serve the city well. Overall it was much more pleasurable taking the metro in Lyon than Paris…so does that make it better? On one level, yes.

The NYC subway has certain stations that aren't very pleasant. But most of the system is relatively okay considering the age of the city's transportation system.

I think London, Paris, San Francisco, Hong Kong, Beijing, Tel Aviv & Jerusalem have good public transportation systems but as far as I know none of them run 24/7 like in NYC which makes it unbeatable in my opinion.

London is running 24 hour night tubes from next year and has a comprehensive 24 hour night bus service. There also the possibility of 24 hour Crossrail when it's completed in 2018.

Yeah, that's the most annoying thing in Paris. After 1am during the week, and 2am during weekend, all the rails are closed. You can still use night bus tho. And they open at 5:30 am.
I've heard the municipality is thinking to open some lines all the night, it's about time ! There is too much restrictions in Paris about the nightlife, bars have to close at 2am too, etc.. Quite annoying even if Parisians found over way to enjoy their nights.
Paris metro is old and dirty too, but it works very well. And I'm not sure why there is so much corridors, but sometimes you are just lost 10 meters below the ground and you just ask yourself who is the psycho who designed those stations ?!

The RER closes even earlier, around 0h30. I once rode the metro the wrong direction when tipsy, I assume because of the friggin corridors. Line 12 north instead of south. Ended up in Porte de la Chapelle instead of Montparnasse.

The LIRR runs 24 hours, but I doubt it's better than the RER.
