Barcelona is fun, but I think its primary merit is in being relatively unknown and in hitting above its weight relative to its brand image. That is if you compare it to the big hitters like Sydney, which always scores highly in objective measures of quality of life, and London, which comes top in most preference surveys among white collar professionals.
The aspect of it that comes most close to perfect, objectively, is its transit system.

Vienna is clean, safe, beautiful, not crowded, and the public transportation is really good. Basically the whole package.
Kyoto is stunning, especially in spring, and it's clean, safe, and the public transportation is good, unfortunately it's becoming too much of a hot spot for tourists from neighbouring countries so it would probably be a bit of a nightmare during peak seasons. Besides the buses are too crowded.
Paris would be up there if the metro and stations weren't so gross, and if the problems of pickpockets and armed soldiers were under control.
