Using containers that facilitate heat transfer 6. Adding ice as an ingredient 7. Any other method that can effectively accomplish cooling.

It would appear the capacity is insufficient for this site. I recommend installation of an on-demand heating unit to service this hand sink. The likely source of the problem is the shared hot water heater serving the flight dish machine for Market One.
