The West is in absolutely no position to criticize China and it's actions in Africa. China has done so much more to help economically develop Africa over the past decade it's not even comparable. Is China out to make a buck in Africa? Of course they are. But I think they also have genuine desire to see Africa and it's people economically advance because the new consumer class in Africa is spending a huge amount of money on chinese goods.
The Western countries, however, post colonialism have done very very little for Africa besides throw a few bags of rice, and medicine to the poor and once in a blue moon help build a well and they've been doing less and less every since the global economic downtown
. China on the other hand is over there building huge highways, Dams, railways, hotels, airports, ports, etc. etc. things that give many African countries the type of infrastructure it needs to progress from third to atleast second world status.
The biggest injustice done to Africans in the past at is that white westerners profited greatly off the rich natural resources of Africa without giving Africans much share in the wealth they gained from these resources and even worse did not help the Africans learn how to tap into those resources themselves (Africans actually are partly to blame in this.)
Africans have been begging and pleading with the West for a long time to help them out with the types of things the Chinese are now bringing but the answer they got was mostly "World bank can't trust/justify loaning you money to build power plants, highways, colleges, etc. that will help you become self sufficient someday but we will give you these bags of grain and leave you with a huge debt to us in return."
It's no wonder many Africans are now praising the Chinese above Westerners even though they don't entirely like or trust them.

True. That is why I said Africans are partially to blame. In many cases they didn't learn from White colonialist because of corruption and disunity among themselves. But atleast china is helping teach Africans how to become more modern and self sufficient. Even if they are only doing it for profit.

I guess to answer the OP's question is "yes" they are providing infrastructure and jobs and "no" because they are doing it in their own best interest while treating the natives like crap. See Jamaica

There are far more Africans studying in the West than in China. So what black mail don't the Chinese do? Telling the president of Sudan not to slaughter people in the Darfur region? The Chinese are very willing to attach an additional 10% for bribes to the loans used to fund projects, where few Africans find jobs, and them making these same people repay the loans as taxpayers.
Here you are comparing European "colonialism", which ended 60 years ago with contemporary Chinese activities.
Lets check a few years from now when the Africans discover that they have lots of white elephants which they cant afford to maintain, loans to China, which they cant repay, and no technology transfer as almost every single job created by these Chinese funded projects went to Chinese, except for fetching water.

Explain to me how much value added manufacturing is China doing in Africa.

And AS TO infrastructure. Yes Africa is full of failed hydro dams and other mammoth projects built 30 years ago by the World Bank.

6 Africa is selling commodities cheaply in exchange for projects which are financed by loans used to pay for Chinese materials, Chinese professionals and Chinese labor.
So how is China any different from the West? At least laborers got work from the Europeans, but they don't get even that from the Chinese.

In fact, many African political leaders learned very well from the European colonizers that corruption pays and that disunity can be an asset. European colonizers did not bring goodwill and mutual respect to Africa--they brought exploitation and organized violence.
China's approach is different. It will be a long time before we see whether it is tenable and successful, but it appears promising.

China is contributing to the construction of new infrastructure in many African countries. That type of infrastructure forms the backbone from which an economy grows. Of course China is interested in African commodities (and labor). I do not think that higher education has anything to do with China's investment.
