The main issue is the men cannot date or marry the local women.
If Japanese men can marry women of other places are like American, Western European, Singaporean, HK and Macao men, and apply for the spouses and children to come to Japan, the problem can be partly solved.
Japanese need to learn foreign languages and customs in order to date or marry foreigners.
A small population that is stable is fine. A population that keeps dropping and dropping is not good.

Soon, all countries will face the problem of declining population.
So what the Japanese do will be of some interest, but I don't think anything will cause the population to grow.
In fact, if you look at the population pyramid and assume everyone dies at some point, a great many people are going to die in the next 30 years, while fewer are being born each year.
Look at the 0-4 year old category; that's how many 40-44 year olds there will be in 40 years - actually a few less, even.

LOL Singapore and HK who is facing low birth rate themselves? The saving grace for both is the amount of immigration into both cities.
Japan birth rate is not even THAT low compare to nearby Taiwan and South Korea. If Japan demographic problem is somehow bad, wait 10 years and South Korea's one will be worse.
The population decline in Japan are heavily centered in the rural part of the country anyway - but that's not too different from what every single developed nation faces.
In one sense the low birth rate may be a positive. Way back in the 30’s for instance one of the reasons for Japanese aggression in Asia was the idea that living space was needed in other neighboring countries for the expanding population.
Yeah the dropping population is not a problem if viewed in isolation. The problem for Japan is that when it has a hostile China and North Korea right next door, any signs of weakness is not a great look. The aging population is bad news for military strength, industrial might, economic competitiveness, worker availability etc.

Japan started earlier, but the aging problem is going to be much more severe in China. Even though China is 10 years younger than Japan, China have still managed to get their birth rate per 1000 women lower than Japan. China also has zero immigration. So it is China that will experience the biggest decline in military strength, industrial might, economic competitiveness, and worker availability.
I also don't think Japans population decline is unproblematic if viewed in isolation. Japans demography is better than Korea and China, but it is still dropping too quickly. Japans budget deficit and debt level keeps going up and there will come a point where Japan is forces to balance the budget through painful austerity. It will also lead to a lot of abandoned towns.
They are smart....long-term solution is to have less people with more resources.
Short-term solution is to add a ton more people for short-term economic gain....and continue to overpopulate indefinitely
