Manila is too polluted and messy to be compared with Miami. Cebu would be a better choice, with better and cleaner beaches and a rich colonial history. Population wise, they are more or less on the same level.

Physically, Anchorage and Petropavlovsk-Kamchatskiy look similar, have similar features(seismic activity, cold climate, sitting under a bit mountain). Military influences are also a factor.
I didn't know that you had meant "Cebu City". When I think "Cebu", I think of the island. One reason I picked Manila.
New Orleans can be very chaotic too.
