On each concrete tree planter along the newly Great-Streets-ified portions of Brazos St there are three marble-sized brushed metal balls, anchored to one edge. What are these for?

I originally missed the fact that you said they were marble sized. Sounds like an anti-loitering or anti-skateboard device.

Anti-skateboarding, that makes sense! (They wouldn't prevent sitting or sleeping).
The balls are only on the sidewalk side, so kids can still grind--skateboards, that is--in the street if they want to

Definitely anti-skateboarding. It prevents skaters from riding the edge of their boards along the ridge.
