LOL at thinking anyone good enough for ANY kind of look is a bum. Reality says that there's likely fewer than ~1000 people in the world that can hoop better. If you last one season in the NBA, you are freakishly talented.
That's true, and obviously the guy can score when given minutes. Its size and lack of D that doomed him in the NBA. Other than that he's been a star at every other level from college, D league, China and a few good games in the NBA.
Its funny for guys who play pick up games and you play with some guys who are very good, and then one day a guy shows up who played real college ball and is light years better than everyone else, then you figure that guy couldn't sniff even an NBA tryout!

I don't think it matters that Fredette is good at basketball for the world. The question is whether Fredette is an NBA-caliber player. The answer is: no.

He played in FIVE NBA seasons and was offered 10 day contracts as recently as last year - I'd say that makes him NBA caliber from a macro career perspective.

The Kings (the most hopeless of all franchises) wasted a lottery pick on him. They gave him a chance to develop on his rookie scale contract. The injury-depleted Pelicans took a flyer on him. Then he bounced out of the league. That means he was a draft bust & not NBA-caliber.

If a lottery prospect looks like they have any chance of panning out, the drafting team will extend. The Kings didn't. 8 games with Chicago and a couple of 10-day contracts after the Pelicans flyer just shows that his bustness became apparent. Declining games & min/g are a sign of the same.

There have been thousands of NBA players who played a season or two putting up a few points per game. Would I say they aren't NBA material? No. They made it. Case closed.
