Wait a minute. What type of eating establishment are we talking about here? I've seen references on the thread to fast food joints. Nobody tips at those. Heck, since when do they even have servers?! I've never seen a server in a fast food place. If you want to eat junk food, there's no tip issue. To whom would you give the tip? There isn't anyone.

So, you're going to the next step up from fast food; you're going to Denny's, or equivalent? They do have servers. And they're not expensive. You could probably make a better burger than they do. Why not make your own yummy burger at home, pick up some fries at the MickyD window to take home, and enjoy your meal? And what kind of steaks are you getting, that the tip (20% of total bill) would be $20? What is this, a $100 steak? Who goes out fo $100 steaks? Who even serves $100 steaks? And who'd be dumb enough to buy one of them, if there were such a thing?

Two people, two steaks, appetizers, sides, beverages, dessert. Adds up fast.
It's hard to get breakfast for two under $40 around here.

But, the OP didn't say two people...and that dinner menu you mention, would cost waaayyy over $100.

California minimum wage is $16 per hour. There is no sub minimum wage for servers there. Problem is the IRS assumes servers are getting a 20% tip so they are taxed at that rate regardless of how much they get in tips.

The whole tipping business needs to go away. Pay people a decent wage stop with the confusing tipping. I think its time.
