I remember reading a whole review published in a newspaper...could have been a travel magazine or the New York Times or something.... of a couple who visited Charleston on a shoe-string budget and stayed there. Keep searching. I think they said it was clean and guests had access to the kitchen etc and maybe were even provided breakfast. The article mentioned some good affordable eateries etc. that they went to as well.
