Get a Roku for the TV with an regular antenna for local channels. Get a SIP phone with something like VoIP.ms. Both plug right into your network. Your issues are solved.
There is a difference between digital phone with TWC and VOIP.
VOIP relies on internet to work. TWC's is not a VOIP service -- you do not have to have internet to make it work. Your assumption that TWC is providing VOIP is incorrect.
Your internet speed would be affected by VOIP service because the phone shares the internet signal.
Put this into perspective... if you are streaming netflix with a VOIP phone that is engaged in a call, your streaming speed would be affected and possibly the quality of the phone call. TWC's phone is separate from the internet, so they work in conjunction with each other.
Yes, you can create a media center that provides internet tv, but you're talking having a computer set up to do this for you. And then sharing the internet signal - and you might have to up your internet speed to make it happen. For the cost of set up, servicing it (if you have to hire IT people) and increased speed, you might as well keep your tv service.
You're first going to have to qualify that with the understanding that TWC probably covers ALL of Charlotte, while UVerse and Windstream are only available in some parts of the city and outlying areas.
If you live in an area where you can get all of these services, you're in luck.
I waited and waited for UVerse to come to my area, but after three years of their slow DSL and watching TWC just leap ahead in delivering faster broadband to the home, I switched.
I do use DirecTV for programming and I don't think there's anything better out there.

Nah. VoIP uses such a trivial amount of bandwidth compared to what is available on TWC's internet connections, it would not be noticed.
With TWC, when we lose internet, we lose phone. VOIP?
