Numbers look lumpy, they need to focus on smoothing them, although I get the changes are all very small within a margin on error.

White population suddenly dips 5,000 in 2014 and then shoots up 13,000 the next year. The latino population suddenly shoots up 20,000 and then drops 17,000 the next year.

I have seen data that Chicago is losing Puerto Ricans, but is continueing to gain Mexicans and other Latinos.

Chicago went from having 130,000 Ricans in 1980 (its height), to 113,000 in 2000 , 102,000 in 2010 , and now 95,000 in 2015. Just look at the census website, factfinder.com or something like that.
Its no longer a major destination for Puerto Ricans, I think most Ricans that come to the Midwest now actually go to Ohio like Cleveland & Columbus. And even more are going to the eastcoast Florida, Pennsylvania, NJ, Massachusetts, Virginia, Georgia, and even Texas.

Chicago will always remain a major spot for Mexicans tho.

The reason why so many people leaving Chicago is because it's so corrupt. High and a lot of taxes, a lot of crime. No, or little job growth,and corrupt politicians who run the city and State. And long cold winters.

Taxes used to be a relative steal here, but have risen over the past decade to be somewhat higher than average but still lower than New York or San Francisco or a number of other cities Chicago competes with for workers.

Job growth in downtown had been setting records and, after being at or just under a half million jobs for decades has finally made significant gains and will probably pass 600,000 either this year or in the very near future. If Amazon actually came to Chicago and located in the central area, Central Area employment could possibly pass 700,000 by 2030.

Crime is actually nowhere near as bad as people make it out to be, and where most middle class and above people live crime numbers are as good or better than most other metro areas.

Weather can't be helped, corruption doesn't always hurt the man on the street and, historically, Chicago-style corruption often helps certain average citizens.

Regarding the Latino community, gentrification is a culprit as to why the population has decreased in Chicago. Neighborhoods like Logan Square, Humboldt Park, and Pilsen have lost Latinos (maybe about half to the suburbs?) due to gentrification.
