It's a hard question though, isn't it? Hotel Chateau is a flophouse, not any sort of human services facility. I don't see how its presence helps anyone.

I'm familiar, very familiar with the "area" and the history/operaton of the "hotel" and I believe there's very little wrong with the area - other than the Chateau and some of its residents.

The Chateau has been an eyesore and public safety/health problem for years. Many businesspersons refuse to open nearby, same block, and of those who have been there some have moved out because of the Chateau residents. The ownership probably best fit the stereotypical image of slumlord ... justifiably.
