Moses's message was not heard by his people. However, can it be ascertained that there was a limited number of self-consciousness's to all of his people. Some heard his message to individual needs; some heard but did not understand and hence did not follow. Some, on the other hand, missed it but were recognised for it's worth; and some had the calling but refused to stop sinning.
2 of the 4 Consciences against Sin is the whole of what any religious thought Sees. And then there is to make as many people self-conscious as possible.
