I thought Jesus died for the whole world, but if many are called than

The greek word used for many is polys which is an adjective and means many, much , large. This is an adjective that discribes size, and that is all. Now in the light of the entire council of word of God we know that the many or much or large is actually covering everyone, all human beings. He died for all. However, even though His love has been lavishly given to all, that He has called much, only a few have been chosen. And why is that? Because only a few heed the call.
Back to the original question, why are not all chosen? The choice is ours. God wants all to be saved, but many (most) will choose not to love and obey God. This makes more sense if we understand that God created all things to include space and time. The absence of space is infinity and that is where God exists. The absence of time is eternity and that is never ending. Space and time are creations that will end with the material universe. I'm bringing this up to explain how we can have free will and have God know what we will do before we do it. Before we are born even. He can look into His creation, time, at any point from beginning to end. He knows who will choose to follow Him and who will not. He can "fast forward the movie" to see how it ends. "Many are called, but few are chosen" means that God wants all men to be His, but few will accept His offer.

So God's desire will not be fulfilled. God must be disappointed with His creation. Can't God achieve His desires?

Many are called, meaning everyone who understands what the teachings of Jesus are, and few will follow because they would then have to work out their own salvation. Many believe that a book will tell them what to believe and do what that book tells them in order to be saved. The few that actually understand what Jesus taught will look within themselves and find the true God. Those are the ones who will be chosen because they chose to do the "work" of finding God within.
No one can find God for you. You have to look within to find God because that is where He dwells. He is not in a book, church or in the trees and mountains. He is within. Anyone who does not look within will be the unchosen. They cannot enter the kingdom of God.
