I'll take chilly yet refreshing waters of a Cape Cod beach in July or a clear New England mountain lake over the brown waters of Galveston thank you. Not to mention each season offers different recreation opportunities in New England including some of the best skiing in the East during the winter.

Galveston is not the only Texas beach. Corpus Christi has stunningly beautiful waters. There are many small beach towns much closer to Houston too.
Weather: Houston (Seattle is depressing. Boston is cold)
Traffic: Boston or Seattle (Houston traffic sucks, but gives you time to think )
Public Transportation: Boston
Outdoor Recreation: Houston
Safety (crime): Seattle
Safety (natural disaster): Boston
Job Market: Houston
Diversity: Houston
People: Seattle
Overall:
1) Houston
2) Boston (i'd rather freeze in Boston that be depressed In Seattle)
3) Seattle
Weather - Boston then Seattle, then Houston
Traffic - Boston, then Seattle, than Houston
Public Transportation -Boston, then Seattle, then Houston
Outdoor Recreation - Boston/Seattle in a tie. Houston is a clear step below both of these areas

Overall I prefer both Boston and Seattle above Houston, and by a pretty decent margin.

You may prefer Boston and Seattle above Houston, but Houston is way more diverse then Boston......
If anything, imo, they're tied. If these numbers can be believed...
Houston has more Mexicans and Salvadorians. Boston has more Haitians and Brazilians.
Houston has more Vietnamese and Indians. Boston has more Koreans and Chinese.
Houston has more Ghanians and Nigerians. Boston has more Ethiopians and Egyptians.
Houston has more Iranians. Boston has more Syrians.
Houston has more Czechs and Germans. Boston has more French and Polish.
I could go on, but that would be pointless. The two cities seem pretty evenly matched.
