I mean Tijuana looks bad in comparison to any city in the world. Even violence-plagued Northeastern Brazilian cities look peaceful compared to Tijuana

Growth is not always a good thing. Many folks have moved here from Los Angeles and Chicago which are 2 of the most Gang ridden cities in America. Murders are down in Chicago and Los Angeles and up in Dallas. I wonder if there is any correlation.
Also a lot of the migrant caravan and asylum seekers came to Dallas too. Many from San Pedro Sula, Honduras which is perhaps the most violent city in the world. Guatamala is another violent place. They are pouring in. I've seen many apartment complexes where 2 or 3 families fill each apartment. Dallas has built more apartments than any other metro area. That also contributes to the crime rate increase. Apartments are hotbeds for crime.
This is not one of Dallas' most violent years ever. The city routinely put up years with 300-500 murders in the 80s and 90s, and for the majority of the 00s was putting up 200-250 with regularity, all of these with a lesser population...

And it has 1.3 now, so my point is the idea this is one of the worst years in Dallas isn't actually true...

Jacksonville, Fl is having a record high year with 161 homicides to date. 19 of them are ruled justified, which is likely padding the stats as another user mentioned. Between Florida’s castle doc and stand your ground, the vast majority of these 19 would likely be considered murders most anywhere else.
