Cleveland should cease to exist and Cuyahoga country should become a single city. Call it Ohio City or something like that. Start over as a bigger dot on the map and 10th most populous city in the US. A municipal/county merger could give a much more lean government structure and better services.
The southeast has trees, and big cities have urban neighborhoods. I don’t know what exactly you are trying to brand honestly, but Atlanta is definitely not underbranded. There is a hit show called Atlanta for crying out loud.

You keep posting that Atlanta has trees and neighborhoods. Even if somehow there were people ignorant of that, that isn’t a major branding issue. There a million+ metros that are invisible to most Americans, the fact there are people not familiar with every facet of ATL life is not really a big deal in the grand scheme of things.

Atlanta as the city in a forest/the metropolis in a forest is definitely a major branding issue.
