Depends on the metrics.
Many, if not all, of these places have significant beaches on the Atlantic/Gulf of Mexico or the Pacific oceans.
I am surprised the Twin Cities did not make this list. They always rank highly in many quality-of-life metrics.
The only quality metric that I can think of with the Twin Cities would be the economy.
The housing prices are fairly high when the high property taxes are calculated.
The income taxes are extremely high in Minnesota also.
The housing in areas of Minneapolis that have lower crime rates far higher than a vast majority of Midwesern cities and I don't know what the appeal is at all.
The violent crime rates in Minneapolis and St. Paul are very high. Minneapolis is one of the most violent cities in the United States for a population of it's size.
The summer temperatures are fairly mild, but they have an extended time of cold weather.
The health care infrastructure in Minnesota seems very lacking with the exception of Rochester.
The only Minnesota city that seem have quality metrics for every category would be Rochester.

Yeah, but San Antonio doesn't have a beach either. Why San Antonio over Austin?
I am asking rhetorically BTW. I can see why SA would make it. The write up looks at affordability and attractions, among other things. San Antonio beats Austin in both of those. San Antonio has a six flags, SeaWorld AND Schlittetbahn. In terms of family friendly attractions SA easily beats out the other Texas cities.
