Atlanta and Phoenix have high-end stores that Dallas doesn't have. That's where my decision comes from. It's obvious that you have a Texas bias and you will object actual facts that prove you wrong.
NY Metro area, since it includes North Jersey, which gives it the edge over Los Angeles. NYers flock to NJ to shop and get better deals as well as save on taxes.

NYC has upscale shopping in all directions outside of its city limits.
Paramus Mall was my regular shopping spot when I was working in Montvale at the MBZ HQ and it is a beast of a mall with all sorts of stores

NYC period. LA is very good also but still NYC is the center of fashion in US. I can't believe there are people voting for other cities and there is so much discussion going on here.
Edit: After a closer look, most discussions going on are about a list of cities, which I think are meaningful and informative discussions. Great.
New York is definitely the fashion capital of America, but in regards to shopping specifically it's pretty comparable to L.A. NYC is the home to Calvin Klein, DKNY, and dozens of other high end brands but it's actual shopping is not THAT much better than Melrose, Beverly Hills, Costa Mesa, The Grove, Cabazon, etc.
It is not THAT better, but still better because it has most of the flagship stores. But I agree that living in LA you don't need to go anywhere else for high end shopping unless you work in fashion or for celebrities.

South Coast Plaza and Bal Harbor Shops are definitely king and queen of any shopping mall. They are usually listed separately in fashion magazines along with big cities for an outfit shown to be available. Americana Manhasset is also coming along but it is much smaller and seems to be solely focused on very high-end shopping without any common stores. As far as I can remember, both South Coast Plaza and Bal Harbor Shops have GAP as well.

Yes. Atlanta has a Bally, Roberto Coin, Charriol, Elie Tahari, Jeffery, Theory, Vidal Sassoon, and getting a Façonnable soon. But overall, Dallas beats Atlanta when it comes to upscale shopping.
