Weather wise it depends on what you like, both have nice hot Summers A/C will be needed, NYC has that dang Winter but AZ gets cold too. I will say NYC's Winter is often greatly blown out of proportion as well as Phoenix's Summer.
Job wise again it depends on the career, Phoenix has less competition so landing a job should (not always) be easier.
It is not a joke and the OP does not think it is a joke either. So far, it seems that more people would choose Phoenix and maybe your attitudes had something to do with it... me included
Phoenix has better all around weather and is not insanely packed like NYC thus making it better for me. If I wanted to be a crooked Wall St worker though, I would choose NY though
NYC for weather. The heat in Phoenix during summer is simply intolerable. Quite frankly, Phoenix is my least favorite major city in the U.S. Arizona overall is full of beautiful and interesting places, but the Phoenix area isn't among them.
Weather: New York! I love sunshine and mild temps but not that retarded Phoenix heat.
Career: Not sure, depends on your field. NYC would offer more options and more lucrative positions perhaps, but Phoenix has it's own share of great opportunities.
Phoenix is cheaper and warmer in fall, winter and spring (pleasantly warm, I'll add), though winter is kinda cilly in Phoenix. NYC is expensive and has horrid summers and winter, mild falls and springs. It's nice in fall and spring, and I'd take it's summers over monsoonal horrid Phoenix summertime anyday. It's a tie for me because NYC has more jobs and culture.

Winter has some chilly days in Phoenix, but the coldest days in winter in Phoenix are similar to LA/SD or even South Florida's coldest winter days. A typical coldest day of winter in Phoenix will have a high 57 low 35. While normal highs Dec-Feb 65-74 lows 43-50. That is paradise compared to winter in Dallas or Atlanta even
