Looks like the Fair is pulling a profit for at least the past couple of years for the event itself, but the Fair is losing money annually.

If it hasn't made a profit in 21 years, then presumably it has profited previously. What has changed and why is it not making profit now at a time when state population is greater than ever? Where is it missing the mark? If this is a collective annual costs that are draining the till, then what can be done off of fair season to generate revenue?
Shifting demographics, other events pulling interest, and a failure to adapt seem to be the primary factors. Given that the Fair is at the southermost tip of the Front Range, it's likely difficult to recruit events for the rest of the year as well.
