Ghetto? Are you serious? You don't get around much, do you?
Since you're obsessed with New York, the area and its teams I'll make some comparisons for you as to what WH and its nearby towns are like:
Simsbury/Farmington/Avon = Fairfield County
West Hartford = Westchester
Hartford = The Bronx (except for the West End = Riverdale - $$$$)
East Hartford = metro New Jersey

West Hartford (have a friend who lives there and I'm temporarily in Hartford area for a training program this summer during the week so have visited it a bit) reminds me very much of my hometown of Mt. Vernon, NY as it was in the 1960s and early 1970s (NOT now, at least demographically). Has a very urban (but I'd hardly say "ghetto") section bordering Hartford city that is heavily minority but with a little of everything, another section (the majority of WH) that is much more upscale and hi-end houses (but like the Fleetwood section of Mt. Vernon also has well-to-do condos and apartment houses) that is very heavily Jewish with a little bit Italian, like my hometown if you made a little less Jewish and a little more paisan. But on average it would compare more to nice parts of Westchester than to the Yonkers or Mt. Vernon of today. But this post made me think of it. Actually a very nice part of the area.

Given the recurring themes in your other posts, if you were older I'd say you might want to go to the Spigot -- a bar that's technically in Hartford (but just barely), near the intersection of Prospect & Boulevard, and which is a well-known stronghold of Yankee fans. But IIRC that you're under 21, I guess that'll have to wait a few years.
None of West Hartford is at all ghetto in any real sense, though there are a handful of spots -- a few blocks in Elmwood, and a few near New Park -- that start to hint at sketchiness. But it's just a hint, and almost all of WH is super-safe, fairly affluent and relatively calm.

Alright now, he has asked a legitimate question. Lets be civil.
West Hartford is a mature upscale suburban town next to Hartford. In many ways it reminds me of Fairfield. They have similar demographics and look IMHO. West Hartford has a wonderful downtown area that draws upscale shoppers and restaurant patrons from all over the region. It is far from a ghetto. Jay
