So why would anyone in Baltimore shoot someone else in Baltimore because they are mad about something that happened in ferguson ? I guess I don't understand how that thought process happens.

How are they "not doing his job"? They're doing it, they respond to calls,take reports, write tickets etc. What they're not doing is "proactive" policing or doing anything where using discretion is required as it may get them in a legal mess (a lawsuit) and/or tossed in jail or worse.
