I doubt she planned on being raped. Most women probably would not research rape laws before planning a vacation.

Way to blame the victim.

Dubai is billing themselves as a luxury tourist and medical tourist destination. They have sleek commercials and brochures. I doubt she expected any of this. And I am sure she expected the laws to be civilized based on the adverts.

Dubai is a major luxury tourist destination. As well as a medical destination.

Beyond that, people travel for many reasons. Family back there. Historical destinations. Missionaries. Press (like this lady). TONS of business.

People are so misinformed about "the Middle East".

All I can say is I'm glad I don't live there and will never go to a country that is so backwards with their laws. They can keep their luxury resorts! Their cultures are all messed up.

Hmmm; IDK ...

In 1982, when I was 14, my parents took us for a weeks vacation in Mazatlan, Mexico. Both my parents had lived there for a period of time while in college & were very familiar with the culture. My mother taught Spanish before they were married in California (English is her 2nd language; Greek 1st & Spanish 3rd).

Prior to leaving I was "coached" by my parents regarding their wishes that I "tone it down" a bit regarding my somewhat precocious & flirtatious personality. They were very concerned that I was going to get myself into trouble.

REPEATEDLY; I was advised not to make eye contact with men. Repeatedly; my thought about that was "phooey". Or, more like "Nobody is going to tell ME what to do!"

Sooo ... We pull up outside the hotel & the bellboy is this super hot kid maybe a year or two older than I. I was the first one out of the car & the first thing I did was lock eyes with him & give him a big smile,

He had disappeared upstairs with the luggage & I was in the elevator & up to our room first. I hadn't even given him a second thought, for all I knew he was long gone.

Walked in the door of our room ... And BAM!! I was plastered against a wall; HARD. It was the bellboy & it seemed like he had an extra set of lips & about 6 hands.

I fought like heck & barely got him pushed off of me; him with this grin on his face, before my dad walked in!

The very clear message to me was "We are NOT in the USA anymore!"

Blame the victim? Well, yeah; if I was the victim then I guess it's my perogative to blame myself; because I did.

OTOH; I almost feel like if my dad would have caught him that HE would have been the victim. I mean, I had only been warned about 100 times. That was totally my fault.

Actually, it was totally the fault of the bellboy.

P.S. I have traveled in mexico and central america and that was never a social norm, at all.
