Contrary to popular belief, unless the business is a high dollar/high risk operation, there aren't people who sit in a little room somewhere going over the tapes on a regular basis. They can be used in real time when someone says 'hey we have a problem', but being alerted to a problem as it's happening isn't as common as people assume. Mostly the cameras are useful as evidence after the fact, when you have some idea of when, where, what, and who to look for.

Even in higher dollar/high risk, only certain cameras are monitored in that way. Cameras are 1st a deterrent and 2nd a 'post mortem'. It is not common for this kind of stuff to get caught proactively. It is usually a byproduct of viewing cameras for some other reason and then running across something like this.
This happened to me once. I ordered pizza for delivery and it came with ejaculate on it (no pun intended)
It was so obvious that is what it was. I think it was the delivery driver who did it. I did not eat the pizza, nor did I call to complain. It went in the trash and I never patronized that business ever again.
