There are many mentally ill or criminally mentally ill people who need to be in an institution.
People like this are like fire starters. Many people who are fire starters like to stand in the crowd and watch the havoc they have created. For this guy the thrill may not be in doing it but watching people buy the food.

This happened to me once. I ordered pizza for delivery and it came with ejaculate on it (no pun intended)
It was so obvious that is what it was. I think it was the delivery driver who did it. I did not eat the pizza, nor did I call to complain. It went in the trash and I never patronized that business ever again.
I would have saved the pizza for evidence and called the pizza place, even if they cant/dont do anything about it they guy can be called out for that act? If he declined a dna test that automatic guilt admitting, my guess.

DNA. These pervs and perps need some felony convictions to make True Believers out of them. If that doesn't work, try that in prison a few times. When the perp regains consciousness in his body cast in the prison hospital unit after a massive beat-down, perhaps he'll change his tune.
So yeah, not only are you hopefully saving some future victims from this sick sick prank, but you're initiating consequences for the pervie perp. Otherwise nothing will change.
