Well they would exist, but they would be subjugated to the whims of people living on the coast. This situation already exists in California, where 55% live in the Bay area + LA and 45% live inland. Candidates + propositions almost ALWAYS go according to what the people on the coast vote. People inland in CA dont really have any voting voice. LOL go to cities inland within CA and ask them how they feel about popular voting!
Ask liberals in Texas how they feel.
Look, people live where they live. State lines are what they are. I don't see how anyone who lives inland or outside a city is disenfranchised. They have 1 vote per person, just like the city folk do.

A large amount of people in non-battleground states didn't even bother to vote. I voted out of principle but many people I know just don't because it doesn't matter in my solid red state.

Could it be that someone who supported Hillary in a deep red state would not bother voting as it wouldn't matter? Or they might not bother to vote if they live in a deep blue state?
Wouldn't the definition of popular vote be the people who actually voted? How could it be determined how someone who could have voted would have voted? Maybe there could be a telephone poll done on that, since the polls were so accurate.
