Fender bender. Belarus exercises? The small one is a BTR and the tank is a T-72 of some type with it's turret facing back and to the left. Any armored vehicle is hard to see out of and things like this are not unusual when on exercises for training. A friend has pictures of an M1 that drove halfway over a 2.5 ton truck when a novice driver panicked.
