I see leggings on almost every woman these days but not on older women. Would it look "funny" to see a 65+ woman wearing skirted black leggings for race walking in a park?

Ummm...I wear capri leggings to the gym, and running shorts too. I'm 63. I work out, and I run, and I bike. And I dress appropriately for those activities.
It would look perfectly fine. Regular leggings would look fine too, or capri leggings. You should be comfortable while you're exercising. Wear what feels good to you.

I am 61. I never wore leggings instead of pants or jeans. Not in my twenties and not now.
If I saw a woman of any age race walking in leggings with an attached skirt - or without one - I wouldn't think twice about it.
Personally, age is seldom the reason why someone should or should not wear anything. With the exception of very trendy, girlish stuff , which would look silly on anyone over 35 or 40.
If you like them, look good in them and feel comfortable in them - wear them!
There are 25 year olds who probably shouldn't wear leggings. It depends more about you body than your age.

I guess 65+ women simply don't wear leggings in your location, that's all. Maybe it's just become a sort of inbred cultural trend for them not to wear them in your location, so it might seem strange to you if you saw that there or anywhere else. I see lots of senior women wearing leggings in my location. I'm in my 70's and I wear them too. Been wearing leggings for at least 60 years.
