Well if the roses are starting to get greenish white growths budding out on them you better start giving them some natural light so they can photosynthesize. It's not natural and can become stunting for them to be sitting in complete darkness 24/7 even when they go completely dormant for winter, and clearly yours are coming out of dormancy if they're getting new growth starting now. The whiteness is due to lack of light.
What are your daily outside temperatures like now? Are the temperatures consistently staying below freezing point?
I keep mine in my garages, cold, but less than 32 degrees, freezing time. So far, everything comes back. No water, they become brown, drop their leaves, and come back after watering in April.

I'm in the Ann Arbor area. The temperatures are fluctuating like many parts of the country. Last week, highs in the 30's, lows in the teens. One day it was 50 degrees. This week in the 40's and 50's. There are freeze-thaw cycles in the soil because of the temperature changes.
