African-American is most certainly not a racial category. It is an ethnic category for people of a certain African-descended culture in America.
African-American is a racial category. Zimbabwe, Egypt, Congo; those are ethnic groups. African-American is a racial category. Look at any government form.

African American refers to those of African descent who came from ancestors who arrived in America through the slave trade. It is not a racial category.

Zimbabwe, Egypt and Congo are not ethnic groups, they are nationalities (technically they are just country). If you ask a person from Zimbabwe what is their ethnicity. They might answer Shona, Ndebele etc.
Lucario is right African-American in not a racial category, it’s an ethnicity and just because it is listed as such on a form doesn't make it right. Most people would agree that Hispanic is not a race, even though it's listed as a "race" on government forms.

Now for a puzzler. One of my friends was born in South Africa, as were his ancestors -- at least, as far back as he can trace them. He speaks two African languages, as well as accented English and a smattering of Dutch. He is now a naturalized US citizen.

Does that make him an African-American?
No it does not. It makes him a person from Africa, a South African and an American of South African origin.
It does not make him an African American. Nor would a person born in Nigeria, Kenya, Senegal, Rwanda, Egypt, or Lesotho be African American.
Black or African American -- A person having origins in any of the Black racial groups of Africa. It includes people who indicate their race as “Black, African Am., or Negro” or report entries such as African American, Kenyan, Nigerian, or Haitian.
This pretty clearly indicates that, as used by the American government, "African American" is a racial category.

Zimbabwe, Egypt and Congo are not ethnic groups, they are countries. There are several ethnic groups in Zimbabwe and Congo, not just one ( I don't know about Egypt)

As determined by the American government, ketchup is a vegetable, and a screw costs $500.
Many Hispanics have origins in the Black racial groups of Africa. They are not African Americans, but they are Black. There are also Kenyans, South Africans and Zimbabweans who are white, not Black or African American, and there are Congolese who are Chinese.
Point is, African Americans are all black, but not all blacks are African American. Some blacks, from, say, Fiji, New Guinea, parts of the Philippines or Vanuatu, are not even African.
