It's the Philly, South Jersey, Wilmington, Baltimore accent Mostly the elongation of the letter "o", so soda sounds like sewda. Also, a lot of the annunciation comes from the back of the throat.
Baltimore accents sound completely different from the Philadelphia accent besides the "o". Now the Baltimore accent along with the Boston accent imo are two accents that I could understand that someone may find annoying but they are certainly not as annoying as strong southern accents or strong upper Midwestern accents.

Philly, South Jersey, Wilmington, Ballamer and parts of VA all have a very similar accent. Believe it or not, its remnants of the Cornish settlers of the area. Cow is pronounced kale, water is pronounced wooder; the annunciations are thick and in the back of the throat.

I totally disagree. The Philadelphia accent sounds completely different from the Baltimore, and small "parts of VA" accents. Do not let the "o" sound fool you. Ask a Philadelphian to say coffee it would sound like cawfee, talk = tawk, money= muney (as in the same sound as nun), boss= baws, with = wit, street= strheet, and so on, which is totally different from the Baltimore accent and small parts of VA.
All Northeast "accents" sound the same when you grew up in the West.
I would have thought that also until the Real Estate Agent here in AZ, asked me if I was from Australia or New Zealand. I'm from the Boston area. Thats the 2nd time in my life I have been asked that.
