I'm not saying that St. Paul is in even the top 20, but contrary to popular belief, it is pretty hilly.

Hah that is very cool, I've never seen a bridge on a downward incline like that.
Pittsburgh has many....some are regular streets, then become to steep and are stairs, and then once again become streets. Others are purely staircases that are considered legal streets, and they aren't simply connectors, many houses are on these paper streets that are accessible by stairs only, no roads. While not all are legal streets Pittsburgh has more stairs than SF and Cincinnati combined.
1. Pittsburgh (more hilly then SF)
2. San Fransico
3. Cincinnati
4. San Deigo
5. Portland
6. Seattle
....LA as a whole is flat we are talking about citites as a whole hilly not parts of the city in that case every city would be up here.
San Francisco, Oakland, and LA all have public streets which are staircases between two (or sometimes more) streets, which were usually built to access trolley lines in the valleys. What other American cities have stair streets?
I know there are stair streets in northern Manhattan and the western Bronx. Most likely on Staten Island too.
What I did not know is that NYC has 94 stair streets! Old Photos of Inwood’s step street on 215th.
The site shows a picture of stairs in Inwood, at the northern tip of Manhattan Island.
I would guess that Philadelphia, Pittsburgh, Chattanooga, Knoxville, Washington DC, Worcester, possibly Boston or Providence have them too. Totally guessing.

Manayunk has a few sets of stair streets although they seem to be smaller and somewhat hidden for whatever reason.
