Count me in as one who would list Phoenix as having the worst weather climate...among other things, I miss visual evidence of seasons changing, and we have very little of that here.
NYC tends to get a pass for its horrible weather. Both summer and winter are brutal, and the city also finds itself in the path of the occasional hurricane.

Living in NYC, I don't even care about the weather. Give me a city that awesome and the weather can be as crappy as it wants.

I kind of agree. I generally think city trumps weather. My two favorite US cities are New York and Chicago, but I won't pretend they don't get miserable. You don't think about it when you're not experiencing it, but when you're sweating on that subway platform, dressed for the office, it sucks.
Barrow, Alaska has to be the coldest place in the country. It's closer to the North Pole than it is to the nearest lower 48 state of Washington.
I hear Ketchikan, Alaska has some pretty miserable weather where I hear that it's constantly cold and raining sideways.
On the other hand, I think Presidio, Texas would be a harsh place to live. When there was a weather station in Presidio, it was often the hot spot in the nation. Plus it's so isolated and far from anywhere else. Unless you speak Spanish, I think it would be a very difficult place to live.
For the most well balanced weather, seems most anywhere east of the Rocky Mountains thats part of the swath of land that stretches from about 50 miles south of Interstate 40 to about 50 miles north of Interstate 70 usually has a pretty evened out 4 season climate without the extremes of any kind of weather, except for tornadoes.
