Hmm, interesting, as more people live in New Castle County than Kent and Sussex Counties combined. I'm not sure which state stereotype carries more weight regionally and nationally--the urbanized, incorporation and chemical capital stereotype belonging to the North, or the rural, agricultural and beach touristy one belonging to the South.
Most- Maybe Greensboro as it lacks the heavy influence of transplants, so it's "more North Carolinian." Areas that are on the rural side also fit the bill, like Johnston County which feels more stereotypical NC.
Least- In Cary, you forget you're in the South. Asheville is another good one, a very liberal city (hippie vibe) in the middle of super conservative western NC.
Most- NYC and its near suburbs (Westchester, Rockland, LI suburbs)
(What people think of when they hear "New York")
Least- Southern Tier (NY's cultural Appalachia) and anywhere 10 miles from a major city/town (or ~40 miles from NYC) which covers the vast majority of the state and nearly half its population.
(What much of New York State actually looks like)
New Mexico
Most- Rio Grande Valley from Albuquerque to Taos, plus Santa Fe.
Least- Anything from the Pecos Valley eastward (the eastern 1/3 of the state) Special Mention: Roswell, Artesia, Lovington, Hobbs, all of which could easily be in west Texas, culturally.

Most - Atlantic Beaches (Rehoboth, Bethany, Fenwick) & Dover (Dover Downs)
Least - Wilmington/New Castle
Ohio
Most - Columbus (OSU), Cleveland
Least - Cincinnati
Pennsylvania
Most - State College/Altoona region
Least - Philly
For OH, seems like Columbus would be least like the state stereotype which is more blue-collar. Columbus isn't Rust Belt.
