It's free if all you want to do is look up name meanings/origins. Beyond that, yes, it costs.
You have to be careful when looking up surname origins since so many people changed or modified their surnames here in America. You really need to know your own personal genealogy. You might be able to use some of the origin info as a guide in researching but other than that I wouldn't really mess with it.

That is true too. I have done most of that myself using census records and such
