You need get out of the sun. Have you ever heard of street sweeper. Anyway NYC is dirty but not as dirty as you put it. The trash bags are on the street for the garbage trucks to pick up and there not every street. There is only garbage in main areas that get thousands of people per hour. But when it comes to the environment LA is dirty for sure.

L.A. is not even concern with trying to beat New York anyway, they do want to get denser like New York though

Did i say smog? I said that LA is more dirty than NYC for sure when it comes to the environment. Does LA have a plan to lower its footprint cause i know that the plan to lower NYCs footprint is one of the biggest plans in the world.
