I purchased a new vehicle in WS on 1/2/2013. I received a tax bill from the county for this vehicle. It's been my understanding that whomever owns a vehicle on midnight, 12/31 must pay the Vehicle Tax for the year being entered. Am I wrong? Has there been a legislative change that makes me responsible for the 2013 taxes? Thanks!

Yes, the rules were changed recently. The vehicle property tax is now based on your registration/renewal date rather than the calendar year. The bill you received covers one year from the date of registration.
