This is not mandatory...the insurance companies have a CHOICE to extend current policies or go forward with the ACA plans only.

The choice that the HI companies had was to have publicized the conflict and of course to have
dealt with it BEFORE the last minute announcement of their strategy and their preference to just
shut out this whole portion of their client base for political gain.

Not necessarily. First the state insurance commissioner must decide if the state will allow the plan to go forward. Most states have 60 to 90 day windows of setting rates, notifying policy holders, setting up networks etc. There isn't enough time between now and 1/1/14 to do so.
