Reading through your history, you seem to have quite an issue with first-time posters.

Anyway, to answer your specific question, video from the City's own website (Welcome to Fulshear, Texas) should be plenty of proof (check out around 2:05 when he specifically mentions avoiding bankruptcy).

There are also plenty of other Facebook pages dedicated to the financial mismanagement of the City of Fulshear.

So, do you have any information on HEB, or should I look forward to more bashing?

I appreciate your feedback and backed claims - I was not aware of the obligations the city had to the MUDs in nearby MPCs, although I had suspected that Fulshear had made less-conventional agreements with the developers of these neighborhoods (versus whatever agreements are made with developers in, say for example, Houston's ETJ.)

I apologize for the accusatory nature of my previous post.

Per the city's FB page an hour ago, the HEB is finalized and cleared for construction. Not sure if they are still aiming for a 2017 opening, but it's coming...
