NYC's precinct commanders are held responsible for crime rates in their patrol areas. I believe pay hikes and promotions are tied to improvements over time, whatever numbers they start out with.

And if you're riding with a minority, your car better be squeaky clean because the cop is ALWAYS going to search your car unless you're a white kid wearing a polo. I listened to the News this evening, and heard the Police explain how short handed, and underfunded they were. And that they would be picking and choosing what calls to respond to, on their perceived merits. auto break ins, and home thefts, were not on the list.

^ Yup, (though that's not a good thing) you could see that reasoning behind it, because though not immediately dangerous, they are the most common problems in this city. HPD could stand to do better, though I think they do fairly well with the resources they have.

I have never understood the need for the Police to come out, after the crime has been committed anyhow. Just go down to the station and file a report. Free up some cops. It's not like they can do anything about crime, but take reports anyhow. The chances of them finding a crime in progress, or preventing one, is slim to none, in my book. One in My hood, told me point blank, that he had a certain area to patrol, all by himself. and that if something gets out of hand, the best we can expect is for them to come carry off the bodies. ---We need more Police in Our fair city, more than a theme Park.

They're apparently not interested in patrolling neighborhoods to keep crime down. We could learn something from the way Guiliani changed the focus of NYPD back in the day. It seems like HPD is more interested in minor traffic infractions that generate revenue but not necessarily in fighting crime. So, solution # 1 would be to find a way to increase the # of cops and put them on a beat! An increased presence has been found to help stem crime in neighborhoods. I know it's a long shot, but citizens of suburban Houston that work in Houston should have to pay some taxes that go to bolster the # of officers in HPD. It'll never happen though.
