No, it doesn’t eliminate the requirement for a license. But, it does lessen the penalty if caught. Do you honestly believe, if not for a substantial number of illegal aliens driving in CA without a license, the established DUI policy would have changed? Furthermore, a simple citation is hardly a deterrent, even if a nominal fine is attached. This new policy clearly creates a safety hazard for all driving on California roads. Do you support this policy?

They can't give an undocumented driver a nomimal fine. Even if they were to try to give an illegal a ticket, they wouldn't have an address to send it to, they wouldn't have a name and the illegal would never have to pay the ticket.
It's a joke to think that you can put "undocumented driver" where the name normally goes on a traffic citation and believe the illegal is going to show up to pay it. The license is almost always the ONLY way the cop can identify the driver. By insisting illegals don't have to have one pretty much lets them off the hook for everything when it comes to driving.
The fact that there is a citation is in fact evidence that there's likely a fine, but whatevs, ya know. Surely you can assume your conclusion freely.
At the beginning of this thread malamute was claiming that this law only impacted illegals. It took multiple posts for people to understand that this was not the case, and that this was referring specifically to DUI checkpoints. And now, naturally, someone has hopped on ready to defend every assumption most favorable to their position that illegal immigrants are secretly running this nation from some sort of underground bunker while (accurately) pointing out that we should be aware when assumptions are not grounded in verifiable fact.
I enter, as I tend to, not trying to defend this given law or whatever negligible policy or event is being whined about at high pitches, but to remove the discussion from the ditch in which it resides, unable to see the light of god.
And how are you going to cite someone who has no proof of identity? Just ask the illegal for his name and address and believe he's really going to give you the correct one?

How true. Even if fined, they won’t pay. They certainly won’t attend a hearing. So, exactly how would the state collect payments, or penalize illegals?

Unless there is some clever system they have thought of, this problem is why I'd consider this to be a silly law.
So then if you don't feel that the USA has no obligation to Mr. X then we do not have to allow him to come into our country.
What do you mean "have to"? I mean, the government has all the guns and power, they don't "have to" not shoot you and find themselves not guilty. They could do it, and it'd be terrible, but they don't abstain because they "have to."
