And they must go through the same procedure as a B1/B2 visa but must as well demonstrate that they have ties to Mexico that would compel them to return after a temporary stay in the United States.
So unless they can prove they are not likely to stay in the US they cannot get the card.
They must as well have a Mexican passport.
That all takes a whole lot more doing than paying $140.

A guy coming up from the south is going to have a hell of a time pulling a phoney job off.
I would expect it can be beaten. Someone who does have property and a job in Mexico uses a card to get entry into the US. But the vast portion of the population ain't ever going to get one of those.
It is simply a practical tool for those who live on the border. Such things virtually always exist. And they can be abused. But if properly administered it does not happen much.

It's not just first world countries that can get visas - its most countries. That table is the visa waiver list - you can come into the US for a short period without needing a visa from a US embassy / consulate beforehand...

Wrong again, Legal Permanent Residents from Mexico can cross with their Resident Card, no passport required. Unless the Mexican passport has a visa imprint is is useless to have it for crossing into the United States. You have a big habit of making up stories, but fit in well with others talking about 50 million illegal aliens.

Back on topic, Mexicans NEED to show a valid MEXICAN PASSPORT when aplying for or renewing a B1/B2 visa. Is not new, is not optional. Please anti-Mexican crowd, cut the BS and stop trying so hard to appear as someone who knows Mexico and its people.
