Here in North Carolina one must have insurance BEFORE you can get your driver's license.

The second is true the first is not. You only need to get insurance if you plan to drive a private vehicle. If you want a license, do not have a vehicle and only drive "fleet vehicles" you do not need proof of insurance.

No disdain, just common sense. If you can't enforce it all, then it is not enforced at all.
My point is this will not stop any of those illegals from driving, cops are not going to pull 47k people over and jail them. This won't change a thing.
Yet those same cops can ticket and jail American citizens? The illegals caught driving without registrations, licenses, and insurance should simply be deported. They have no right to be here, they have no right to drive on our roads, most cannot read the signs because they're written in English and that makes them very dangerous for others on the roads.
