In my previous jobs, they've always offered me the job pending a background check.

What about a second round interview, not an actual offer. If they're selecting the top candidates, how long would you say it normally takes from the last day of the first round of interviews for the top candidates to be called?

We only do a second round if there's a really close decision between candidates, of we are happy with most areas but want to look further at qualifications for some other areas of the job. I rarely do a second round, though when I was hired there were two. Turns out they wanted to have someone from finance to look more closely at my budget experience as the previous incumbent was fired for lacking in that area. They called 3 days later, the 2nd was a week after the first.

I was told they want to call the top candidates in for a skills assessment, not an actual second interview. It seems strange to me because you'd think they'd have a top candidate in mind, and if that person passed the skills test, they'd just go with that person.
