Everything is a premium price in LA compared to Tampa but the areas that OP would be able to afford to live would still have plenty of dining and nightlife options in a walkable area. The nice thing about LA is there are dozens of vibrant neighborhoods so it's not like it's just the high rent districts that have stuff going on.

My commute in LA is 25 miles and takes me 35-45 minutes most days. My mother live in Tampa and her 20 mile commute takes her an hour most days. She has been making the same commute for 10 years and she says traffic has basically doubled in that time. Florida and specifically the Tampa area has a huge influx of people moving there from the North East especially because of the lower cost of living and decent job market so traffic and overcrowding will continue to get worse there as well and there doesn't seem to be any plans by government to offset those problems

The city hasn’t suffered a direct hit by a strong hurricane since 1921 - and we get 7-10d notice to prepare, evacuate. How much time to prepare do you get when an earthquake hits?

And Los Angeles hasn't been hit by an 8.0 earthquake since they started keeping records which was longer ago then 1921
