I'm looking to move to L.A.. I might move there when I still have some college to finish. I'm inquiring if there would be a less populated neighborhood where the apartments would be low cost to someone from PA, cause that's where I'm from, but the area would still be considered safe.

Less populated and you're moving to L.A.? I'm not sure I understand why you're coming. Where do you want to go to school? Cheapest decent place you'll get anywhere safe and nice is about $800+ for a studio with a college nearby. If this is JC, Glendale and Pasadena would be possibilities. We need more details.

I don't really have a budget. I would plan on getting a job like at a Mcdonalds or something to pay for the rent. I don't know what university I would attend. I would already have an Associate of arts degree in Social Sciences by then and I am going for Filmmaking.

If you want to move to California to establish residency, maybe you could consider Palm Springs, which has a decent service economy and affordable housing. It's also a beautiful place to live. Meanwhile you can be working your way towards your goals.
